Climate change, as one of the most complex challenges of the twenty-first century, has profoundly undermined the sustainability of agricultural systems, particularly in arid and semi-arid regions. Due to its climate fragility and chronic water resource limitations, Iran is among the countries with high vulnerability to climate hazards. Despite the growing emphasis on the concept of climate-resilient agriculture, a systematic and context-specific framework for prioritizing the key drivers of agricultural resilience in Iran remains lacking. This study aims to develop a comprehensive analytical framework to identify and prioritize the critical components of climate-resilient agriculture under Iranian conditions. In the first phase, a systematic review of scientific literature, international reports, policy documents, and specialized studies was conducted to extract the principal factors and indicators influencing agricultural resilience. In the second phase, a multidisciplinary expert panel was engaged, and the Analytic Hierarchy Process (AHP) was employed to construct a hierarchical model and determine the relative weights of the identified factors and indicators. The findings reveal that climate resilience in agriculture emerges from the dynamic interaction of interconnected components, including integrated water and soil resource management, crop and species diversification, landscape management, the adoption of innovative technologies, institutional and economic support mechanisms, and extension and advisory services. The results further indicate that single-dimensional interventions, implemented without acknowledging systemic interdependencies among these domains, significantly reduce the effectiveness of adaptation strategies. Accordingly, this study underscores the necessity of an integrated, multi-level, and evidence-based policy approach to climate adaptation in the agricultural sector. The proposed framework provides a practical decision-support tool for policymakers to optimize resource allocation, mitigate climate risks, safeguard natural capital, and strengthen food security under conditions of increasing climatic uncertainty.
